I read this strip for the first time on dead trees as a monthly feature in Boardwatch, which used to be a great magazine until the founder sold it, after that it dropped in quality. (This used to be a magazine for people operating BBSes, and later it became the magazine for ISP operators as the largest BBSes operaters became ISPs with the arrival of internet. My brother operated BSS for a while, and later I worked as system admin for a small ISP, which is why I was reading Boardwatch in the first place. Both of these operations are now gone, and mere footnotes in the history.) If you haven't guessed yet this is fan art for Kevin and Kell, which has been around for longer than most internet strips. R.L. is not really featured often, but he is a recurring character as Kell's boss at Herd Thinners Inc. and this is pretty much how he appears in the strip, when he does make an appearance.
